Not really...

With proper systems in place it shouldn't be "harder," per se, just more voluminous.  Of course, if one can't understand the systems sufficiently to keep the ledgers reconciled with bank statements, then it becomes an issue of qualifications.  And if one charged with that ultimate responsibility fails to attend meetings called to identify and fix problems, then it becomes an issue of relative competence and possible dereliction of duty.

Platte County's budget is only about $25 million.  Imagine the magnitude of the error if the same systemic mistakes were to occur at the state level.
