What's the difference?

Gary Reed Blankenship goes to prison and Eric Feltner gets a light sentence for trying to entice an underage girl online. Same crime but the two cases are handled differently. I am sure there are some individual differences between the two cases; however, it seems odd the two cases were handled so differently from the investigation to the indictment, to the sentence.
The difference is what?
a. Feltner was close to Peter Kinder
b. The judge for Feltner was lenient
c. The Republicans pulled strings behind the scene tried to get Feltner a light sentence for some reason
d. All of the above
