Child Support-Dead Beat Dads

I would like to know what a parent has to do in order to recieve child support in the state of Missouri.  My case has been with the department of Child Support Enforcement since my divorce in 1995.  My ex has been behind on child support to many times to even count.  This time it has been since May of 2005 since I've seen any child support.  I live in Pettis County, my ex lives in Jackson County, and our divorce was in Boone County.  My child support case worker sent my case to the Jackson County Prosecutor a few weeks ago.  He sent it back to her, saying he wouldn't prosecute because we weren't divorced there.  He said this even though he had just got though prosecuting him for non support to his current estranged wife.  They are not divorced yet, but both live in Jackson County.  So then my caseworker sent it to Boone County to be prosecuted.  That prosecutor sent the case back saying they wouldn't prosecute because neither one of us live in that County.  Now my final hope is the Pettis County prosecutor.  The way things are going I have serious doubts they will do anything either.  I can not for the life of me understand why Jackson County won't prosecute.  That is the county he lives in and I would think they would want to do something about criminals living in their county.  But, apparently, any man who wasn't divorced in Jackson County Missouri and wants to be a dead beat dad should just pack their bags and move there because they won't be prosecuted.  What is wrong with this system???  Can anyone help me with this?
