From the Kansas City Star, October 22, 2004 (about 10 days before the presidential election):

Federal authorities charged three Kansas City residents Thursday of double-voting in past elections and warned that they would vigorously investigate any future election fraud.

U.S. Attorneys Todd Graves of Western Missouri and Eric Melgren of Kansas announced the federal vote-fraud charges against the three, whose double-voting was uncovered in an investigation by The Kansas City Star in September...

...“This case should send a pretty clear and loud message that we’ll vigorously investigate and prosecute double-voting and other election fraud,” Graves said...
