"City Auditor" Roe Wants Expanded Powers for Position He Shouldn't Be Holding

Last Friday's KC Star covered attempts by Jeff Roe to force officials in the City of Liberty to provide financial data and information to him in his role as Liberty City Auditor.

If the city of Liberty won’t give Auditor Jeff Roe what he wants, Citizen Jeff Roe will get it instead.  Roe,
the prominent Republican campaign strategist, was elected city auditor
in April’s municipal elections and in May claimed official oversight
responsibilities for the ceremonial position. ...

Roe said the scrutiny he is applying — whether officially as city
auditor or unofficially as a resident of Liberty — is an effort to
force local government to a higher standard.

But unexplored by the Star's unduly credulous piece is the question of whether Roe is either a "resident of Liberty" or legally qualified under the city's charter to hold any city office.

Roe's name appears on two documents --a warranty deed and a deed of trust-- filed with the Clay County recorder's office regarding his July purchase of a property in Kansas City's Briarcliff neighborhood.  Both those legal instruments list the new home at 4711 N Mulberry Ct., Kansas City as Jeff Roe's mailing address.  This would seem to indicate that Roe is already residing and getting mail at his fancy new digs in Kansas City, rather than in the City of Liberty.

And as you might expect, the City of Liberty's law doesn't contemplate allowing its elected city officials to live out side the city.  Article IV, section 14 of the Liberty City Charter states:

Section 14. Mayor, etc., to reside in city.

The mayor and all other officers of the city shall reside within the city limits during their continuance in office.

Perhaps before Jeff Roe attempts to expand the powers of his office any further he should first familiarize himself with what is legally required of him to even hold the office.  Was he planning on telling anyone that he's leaving Liberty and the post that he obviously takes (or pretends to take) so seriously? 

If Roe really wants to "force local government to a higher standard," he can start at the most local of all levels: with himself.
