Blunt Office of Administration Deep-Sixes Purchase of Computer Tape Backup System

A few weeks ago, the Blunt Office of Administration put out a request for bid on a "Virtual Tape System."  The bid documents described the administration's desire to purchase a tape backup system for its computer network --a system on which data such as old and deleted emails would presumably be archived. 

Then, in the blink of an eye, at the same time the Blunt administration and Office of Administration figurehead Rich Aubuchon were at the center of a firestorm about the retention of emails, the Office of Administration cancelled the bidding for the new system.  "Who needs to retain any electronic documents anyway?" the message from Team Blunt seems to be.

The bid documents --which remain online but with no external link-- described what the state was planning on buying:

1.1.1    This document constitutes a request for sealed proposals from prospective offerors to establish a contract for the acquisition of a Virtual Tape System for the Office of Administration, Information Technology and Services Division, State Data Center (SDC) located in Jefferson City, Missouri in accordance with the requirements and provisions stated herein. ...

1.2.1    The Information Technology and Services Division (ITSD) desires to re-establish a contract for a virtual tape system connected to an IBM 2094 mainframe complex.   The state agency currently contracts for maintenance of their existing virtual tape system under State of Missouri Contract C201052001.  It is the state agency’s desire to procure and implement a new virtual tape system before maintenance expires on the existing system.

With the current focus on electronic document retention at a fever pitch, it certainly seems an odd time for Blunt's Office of Administration to scrap its plan to upgrade its tape backup system.  Has Team Blunt decided that its administration should be the one to do away with electronic document retention altogether?
