Speaker Ron Richard&nbsp;acquiesced, and Dixon convened a hearing in June.&nbsp; At that hearing, Dixon promised future grandstanding in Springfield, St. Louis and Kansas City, and wanted to schedule those hearings ASAP.</p> <p><a target="_blank" href="http://house.mo.gov/content.aspx?info=/bills091/commit/com535.htm">What happened?</a></p> <p>Don't Dixon, Jim Guest, Shane Schoeller and Jim Viebrock want to be on teevee again interrogating Highway Patrol officers?&nbsp; Didn't Peter Kinder think&nbsp;the MIAC report needed a full investigation?</p> <p>Are Freedom and&nbsp;Justice on vacation?&nbsp;</p> Bob Dixon Jim Guest Jim Viebrock MIAC Report Peter Kinder Shane Schoeller Thu, 16 Jul 2009 15:19:39 +0000 Sherman Potter 9233 at http://www.firedupmissouri.com With no time for the most pressing issues facing working families, the House turns its attention to MIAC reports http://www.firedupmissouri.com/content/no-time-most-pressing-issues-facing-working-families-house-turns-its-attention-miac <p>The House's <a href="http://www.stltoday.com/blogzone/political-fix/political-fix/2009/06/state-patrol-leader-defends-miac-reports-points-to-dc-shooting/" target="_blank">interim MIAC study committee</a> (officially know as the Interim Committee on State Intelligence Analysis Oversight, or ICOSIAO, for short)&nbsp;finally met this afternoon in Jefferson City, with none of the fireworks you might have expected in March or April.</p> <p>The tone of today's hearing was decidedly more reasonable&nbsp;than the over-the-top rhetorical flourishes offered a few months ago. &nbsp; A few months ago,&nbsp;<a href="../../../../category/topics/miac-report" target="_blank">Peter Kinder</a>&nbsp;was demanding investigations and the MO GOP was decrying a <a href="http://www.mogop.org/wp/2009/03/914/" target="_blank">&quot;21st Century &lsquo;Enemies List.&quot;</a>&nbsp;But now that a few of them have actually taken time to read the report, let go of conspiracy theories about Jay Nixon's desire to imprison all conservatives everywhere, become aware of the <a href="http://www.latimes.com/news/nationworld/nation/la-na-tiller1-2009jun01,0,7068875.story" target="_blank">Dr. George Tiller's murder</a>, and seen today's <a href="http://www.cnn.com/2009/CRIME/06/10/dc.museum.shooting.suspect/index.html" target="_blank">news from Washington</a> -- the grandstanding has been ratcheted down a notch.</p> <p>I found Highway Patrol Superintendent James Keathley's testimony on the challenges of protecting the public while protecting civil liberties to be particularly compelling.&nbsp; For instance, he talked about what goes through his mind as an officer when approaching a vehicle displaying an NRA sticker. (It was a good analogy,&nbsp;given the Modern Militia&nbsp;Movement report's mention of political bumper stickers).&nbsp;An NRA member himself, Keathley explained that such a sticker wouldn't cause him to assume the driver was a criminal -- but it would suggest to him an increased likelihood that the driver had a weapon, including a concealed weapon.&nbsp;It was a short story, but illustrative of how law enforcement folks absorb a lot of information, and must consider everything in context.</p> <p>One other interesting comment from the tail end of Keathley's testimony: While he could see why the public might have some concerns about the way the report was constructed, it was his opinion that law enforcement personnel reading the report would just assume that the report focused on criminal activity. The Party has an obvious interest in dragging this controversy out as long as possible, but Lt. Gov. Peter Kinder has been silent on the issue in recent weeks. It's not hard to see why -- there isn't much to investigate, and the more we learned about the creation of the report, the more uncomfortable it became for Kinder and the GOP&nbsp;establishment. &nbsp;</p> <p>After watching Kinder <a target="_blank" href="http://www.firedupmissouri.com/content/few-suggestions-mr-kinders-next-op-ed">willfully misrepresent the report's contents again and again</a>, it's hard to feel bad when the outrage he helped foment <a target="_blank" href="http://www.stltoday.com/blogzone/political-fix/political-fix/2009/04/ron-richard-will-appoint-profiling-committee-libertarian-says/">is redirected at him</a>:</p> <blockquote><p>&ldquo;In contrast to Lt. This report] depicted <strike>Christians</strike> [<a target="_blank" href="http://www.stltoday.com/blogzone/political-fix/files/2009/03/miac-strategic-alert-militias.pdf">members of the violent Christian Identity movement that think non-whites are &ldquo;mud people&rdquo;</a>], [militant] anti-abortionists [like <a target="_blank" href="http://crime.about.com/od/current/a/rudolph.htm">Eric Rudolph</a> who <a target="_blank" href="http://www.stltoday.com/blogzone/political-fix/files/2009/03/miac-strategic-alert-militias.pdf">take up arms in support of their beliefs</a>], <strike>advocates for protecting</strike> [<a target="_blank" href="militia units patrol">militia units who take it upon themselves to patrol</a>] our borders and supporters of certain political candidates as potential &quot;threats&quot; to public safety.</p> <p>The report was <strike>developed</strike> [<a target="_blank" href="http://ky3.blogspot.com/2009/03/miac-report-researched-under-blunt.html">researched in 2008 and written in very early 2009</a>] by the Missouri Information Analysis Center [<a target="_blank" href="http://www.firedupmissouri.com/content/where-van-godsey-one-gops-favorites-all-miac-coverage">under the direction of my good friend, Van Godsey</a>,] and was titled &quot;The Modern Militia Movement.&quot; By title alone, the imagination conjures up images of commando renegades on remote outposts in secluded mountainous terrain.</p> </blockquote> <blockquote><p>However, while this &quot;Modern Militia&quot; report did touch on such radical ideologies [as noted above, <a target="_blank" href="http://www.stltoday.com/blogzone/political-fix/files/2009/03/miac-strategic-alert-militias.pdf">plus people who planned to bomb the Southern Poverty Law Center, members of the Aryan Republican Army and people who wanted to assassinate a federal judge</a>], the groups purported to be &quot;threats&quot; were <strike>supporters</strike> [were said to &quot;<a target="_blank" href="http://www.stltoday.com/blogzone/political-fix/files/2009/03/miac-strategic-alert-militias.pdf">most commonly associate with 3rd party political groups,&quot;</a> such as] <strike>of such political candidates as</strike> Bob Barr and Ron Paul. There are certainly individual extremists in many religious and political groups (both conservative and liberal), but <strike>Gov. Jay Nixon and director of public safety John Britt&nbsp; have created a dangerous precedent of profiling</strike> [<a target="_blank" href="http://www.firedupmissouri.com/content/where-van-godsey-one-gops-favorites-all-miac-coverage">the authors and individuals who approved the report</a> used broad language suggesting that otherwise] lawful citizens [could be profiled] as threats to public safety simply based on [<a target="_blank" href="http://www.stltoday.com/blogzone/political-fix/files/2009/03/miac-strategic-alert-militias.pdf">the &quot;political paraphernalia or anti-government propaganda&quot; they display</a> that is most certainly protected by the First Amendment] <strike>their political or religious beliefs</strike>.</p> <p><strike>On</strike> [Last] Tuesday, Nixon and Britt said they stood by the content of the report, while both said they hadn't read it [<a target="_blank" href="http://www.firedupmissouri.com/content/thoughts-miac-report-and-controversy-0">nor have I</a>]. Then, <strike>on</strike> [last] Wednesday, Col. Jim Keathley of the Missouri State Highway Patrol issued a statement saying the review process for future MIAC memos would be changed. Shame on Governor Nixon and Britt for making a noble public servant and iconic law enforcement leader like my friend Colonel Keathley take the fall for their bureaucratic and political failures. [<a target="_blank" href="http://www.firedupmissouri.com/content/where-van-godsey-one-gops-favorites-all-miac-coverage">If anyone should be blamed for this report, it should have been MIAC Director Van Godsey.</a>]</p> <p>Keathley, the men and women of the Missouri State Highway Patrol and law enforcement officials across this state put their lives on the line each and every day to keep our communities safe. We should honor these everyday heroes for their sacrifices and never allow them to be used in a political ploy.</p> <p>By Thursday, as conservatives across this state made their voices heard, Nixon [<a target="_blank" href="http://www.news-leader.com/article/20090326/BLOGS09/90326053">noted that MIAC was formed by Matt Blunt</a> and <a target="_blank" href="http://www.news-leader.com/article/20090326/BLOGS09/90326053">that no one in Nixon'ss administration saw the report before it was released</a>] <strike>decided to pass the blame to the previous administration</strike>. This is&nbsp; <strike>unacceptable</strike> [yet another unfortunate political reality for me]. I am [<a target="_blank" href="http://www.semissourian.com/story/1527482.html">still</a>] calling for Governor Nixon to place Britt on administrative leave pending a full investigation [of the information that has been <a target="_blank" href="http://www.stltoday.com/blogzone/political-fix/tag/miac-report/">diligently reported</a> by our <a target="_blank" href="http://ky3.blogspot.com/2009/03/miac-report-researched-under-blunt.html">fine reporters</a>].</p> <p>All Missourians should rest assured that we are protected by the freedoms of our constitution and should never have to fear being monitored by their government based upon a person's race, place of birth, political beliefs or their spiritual convictions. Nixon should fully answer and apologize for what has been allowed to occur on his [<a target="_blank" href="http://ky3.blogspot.com/2009/03/miac-report-researched-under-blunt.html">and Matt Blunt's</a>] watch.</p> <hr noshade="noshade" size="1" /> <p><strike>Rush Limbaugh gave brief remarks concerning Missouri and this report: </strike></p> <p><strike>&quot;Remember we told you not long ago that the state of Missouri had told the highway patrol that if you see a bumper sticker for a third-party political movement it's obviously a militia group and you gotta be worried, like anybody for Ron Paul or anybody for pro-life, or anybody NRA, and it caused an uproar, so the Missouri Highway Patrol this week retracted a controversial report on militia activity and will change how such reports are reviewed before being distributed to law enforcement agencies. The highway patrol also will open an investigation into the origin of the report, which linked conservative groups with domestic terrorism and named former presidential candidates Ron Paul, Bob Barr and Chuck Baldwin as dangerous reactionaries. The highway patrol's announcement followed a news conference in which Lt. Gov. Matt Blunt today reached out to local law enforcement officials to offer support in their efforts in the fight against illegal immigration. Gov. Blunt discussed his recent directives to help curb illegal activity and outlined his plans to seek funding to help state and local law enforcement agencies pursue agreements with Immigration and Customs Enforcement (ICE) to enforce immigration laws as federally deputized ICE agents.</p> <p>&quot;I recently directed state law enforcement agencies to take an even more active role in the fight against illegal immigration,&quot; Blunt wrote in a letter to county sheriffs and local police chiefs. &quot;While directing state law enforcement agencies to undertake this effort, I have also heard from many local leaders who are interested in having this 287g designation as well. This letter reaffirms my support for any local request for that status. If you do choose to apply, we stand ready to assist you in your efforts. &quot;</p> <p>Blunt's administration is currently working with ICE for authority under Section 287g of the Immigration and Nationality Act to enforce immigration laws as federally deputized ICE agents. Participating officers will receive appropriate training from ICE and function in the field under the supervision of ICE officers.<br /> Blunt directed his staff to examine the costs associated with the 287g designation to include all related expenses from training to implementation. He plans to seek funding in next year's budget to help state and local law enforcement agencies pursue the cooperative agreement and help enhance public safety.<br /> <b><br /> The governor also spotlighted his Missouri Information and Analysis Center as a resource for law enforcement. Earlier this year the center played an important role in helping uncover and research illegal workers who had been employed by a state contractor.</b></p> <p>Last month Blunt announced state law enforcement agencies are working on an agreement that would deputize state troopers, Capitol Police, and water patrol officers to enforce federal laws and protect Missourians against illegal immigration. Missouri will be one of only seven states to have taken this important step to empower state law enforcement to effectively fight illegal activity. Blunt also directed all state law enforcement agencies to immediately take the steps necessary to verify the immigration status of every criminal presented for incarceration.</p> <p>In addition he took significant steps to shield taxpayers' money from supporting building projects that employ illegal workers including:</p> <ul> <li>Conducting random on-site inspections of all projects accompanied by the tax credit recipient to monitor and retrieve documentation regarding the legal status of all workers on the job. The inspections will include direct employees of the tax credit recipient, contracted or subcontracted agents and both general contractors and their subcontractors.</li> <li>Performing a Compliance By Written Demand action for all tax credit recipients that requires all workers' proof of legal status including contractors and subcontractors to be submitted within 30 days of the date of the receipt of the written request.</li> </ul> <p>Blunt is a strong advocate for protecting Missouri from illegal activity. He recently issued a letter to the Missouri Housing Development Commission outlining principles for the commission to consider regarding illegal immigration that include possible sanctions of up to a lifetime ban of contractors and developers who knowingly employ illegal immigrants in violation of federal law.</p> <p>The letter follows the governor's tough stand against illegal immigration and workers. Earlier this year Gov. Blunt ousted a state contractor who hired illegal workers and ordered state agencies to enact a no tolerance policy through tough new contract protections.The governor cancelled the state's contract with Sam's Janitorial Services and barred them from doing further business with the state after local and federal law enforcement agencies identified dozens of suspected illegal immigrants working under falsified documents.</p> <p>Blunt also authored the state's first directive to audit all contractors to ensure that the contract employees are legally eligible to work in the U.S. and to terminate contracts if it is determined a contractor employs illegal immigrants.
